That is accurate, as Blizzard stated this before. Valor points will always be needed to buy the highest tier PvE gear, while Justice points will buy the lower tiers. So, the current Tier 10 stuff will be switched to Justice points when Cata comes out, and the Cata Tier 11 gear will require Valor points. When Tier 12 comes out, all the Tier 11 gear will switch to buyable with Justice points.

Oh, and in reply to Rodderz, "Arena points" have made PvP a two-tiered system for a long time now, so your point is rather moot. Do they have stats of those items yet to post? You can see the stats at the MMO Champion page linked above, or right here. This announcement actually makes me curious as to why Blizzard chose the conversion ratios that it did.

If, when the patch hits, you have more than JP, you'll keep them, but be unable to earn more. A later patch will enforce the cap, converting your points to gold. You'll have until then to spend as you see fit. There's nothing wrong with progressing from T11 epics to T12 epics, because that's how it's supposed to work.
